Possibilities for obtaining objective quantitative remote assessments of forest damage

The tasks of increasing the efficiency of remote monitoring data use for assessing the damage caused to forests as a result of forest law violations are considered. For this purpose, we analyzed the problems with the use of satellite monitoring data in the course of special forensic forest technical expertise that arise in front of the supervisory authorities, as the main target consumers of the solutions being developed. As a result of the analysis, the main reasons for delays in the conduct of examinations were established, as well as the reasons for the decrease in the accuracy of the assessments made. Such reasons, as established, are, first of all, the lack of automated tools that allow to separate (discriminate) the logging areas from the sites which contain changes of the natural and anthropogenic nature visualized by satellite monitoring process, as well as irrelevant forest inventory data. Based on the results of the analysis, possible ways of solving these issues are suggested. Along with that, algorithms for the automated determination of the degree of damage caused to forest stands as a result of illegal loggings are also proposed. It is important to emphasize that the methods are based on the approved state methodology for assessing damage to forest plantations as a result of violation of forest legislation due to loggings. The possibilities of applying modern information technologies to solve identified problems are shown. The functional scheme of implementation of the developed methods of increasing the efficiency of using the satellite monitoring data to control compliance with forest legislation is proposed. Proposals for the modernization of procedures for assessing the size of damage with the use of VEGA-Science services are present.
