Information requirements for purposes of ground and space monitoring of precursors of natural and man-made catastrophes on Russia’s border territories

The paper considers some ways to solve the key problems of collecting, processing, storage and exchange of information while carrying out ground and space monitoring of natural and man-made catastrophes precursors on Russia’s border territories, providing merging of segmental systems of their observations and special programs that can provide coordinated, timely, qualitative and authentic information and compatible standards. We substantiate the necessity to apply an integrated technology of interactive collecting, processing and archiving data of observations and unified formalized requirements to their format, appearance, composition, periodicity and efficiency of receiving information by regional and territorial monitoring centers. The efficiency of the existing algorithm of interdepartmental and interstate interchange of the results of observation of catastrophic natural disasters and critically dangerous technogenic objects on the border territories is estimated and a number of additions are offered related to formalization of composition of information resources in the field of emergencies, forms and time schedule of their presentation. The paper points out possible social and economic effect from using the new techniques of collection, processing, archiving, formalizing of observation data and their exchange within the proposed system of monitoring of natural and man-made catastrophes precursors on Russia’s border territories.
