The main scientific and technical directions for solving of the problem of determining of the clouds of physiologically
active substances in the lowest atmospheric layer are considered. The results of the direct problem, the calculation
of the outgoing infrared (IR) in the range of 3-4 microns radiation in the atmosphere-surface system with different
levels of concentrations of different types of physiologically active substances in the cloud are presented. In
line with these results, estimated the possibility of detection and identification of physiologically active substances
by using remote sensing from space. Proposed project look promising satellite infrared spectrometer for solutions
target cloud detection of physiologically active substances in the surface layer of the atmosphere.
