On the base of the analysis of remote sensing and hydrological results over the 1983-2006 it was
shown that the main structured property for tropical disturbances and tropical cyclones developed in active
regions of the World Ocean is the lack of sharp cutoff temperatures during their forming in sea
surface temperature (SST) fields considering as many years monthly mean. The regional cyclogenesises
have the off-beat SST regions that determine the TC genesis processes. The consistent character of the
statistical probability SST histograms at instant of the transition from tropical disturbance to tropical cyclones
as by sampling during 21 years (1983-2003) and so by sampling during 5 years (2002-2006) was
revealed. So using of the common criterion of the sharp-cutoff temperature over active basins of the
World Ocean is unsuitable.
