Using the structural features of reference information of satellite fishery monitoring system to support the choice of solutions

The work analyzes the requirements for the methodology for maintaining reference information of the state monitoring systems of moving objects to provide support for the selection of strategic and operational solutions. The following requirements for the reference information component of the monitoring system are formulated as main ones: self-documentability, continuity, the availability of a transparent hierarchy in reference information, logging, the existence of well-proven algorithms for checking the correctness of reference information and making corrections. The implementation and improvement of the methodology for managing background information in the satellite fishery monitoring system (FMS) within the framework of the above requirements is considered. As an example of the use of the above techniques, the use of integrated verification of all reference tables associated with the vessel information in conjunction with satellite positional data is described. The above verification allows adjusting the satellite positioning schedule of the vessels, examples of adjustments are also presented in the paper. Hierarchy of the fish kind reference information and fishering areas plays a special role in determining trends of the catch rate. Examples of revealing the “anomalies” of annual catch rate using the above hierarchy of handbooks are presented. Also, an example of the use of FMS data and technologies to determine the structure of the fishing fleet and the efficiency of its use is given. In its turn, such an analysis allows making strategic decisions on the choice of directions of fishing shipbuilding.
