The use of polarimetric radar data for space monitoring of high waters and floods

In the article, new developments in GIS-technology of operational space monitoring of snow cover destruction and passage of high waters and floods are described. This technology has been used for already 15 years by emergency agencies of Kazakhstan. In recent years, medium resolution optical data of Landsat-8 and Sentinel-2A and radar data of Sentinel-1A are used on a regular basis for operational monitoring. Recently, an access to high resolution data including radar (for example, TerraSar-X) has been gained. The possibility to use radar data during active flood is important because optical images are not suitable for the analysis of flood situation due to extensive cloud cover. Radar data at two polarizations provide additional information on flooding zones. Such information can be obtained by analyzing the data itself or combining different polarizations and using radar polarimetry methods, including phase analysis. In particular, texture analysis enables recognition of flooded vegetation and infrastructure (buildings, roads, power lines, etc.) and phase analysis also includes moist soils.
