Perspectives of implementation of an integrated ground and space system for disaster forecast

The paper is devoted to the perspectives of creating ground and space monitoring systems for operational forecasting of natural (forest) fires and floods. The assessment of the suitability of domestic space facilities for the implementation of forecasting monitoring shows that their information potential at the turn of 2015 is sufficient to launch such projects, taking into account that the basic types of information from foreign (international) space missions are still publicly available. Creation of a ground and space system for the forecast monitoring of forest fire situation is seen on the basis of the information system for forest fires remote monitoring of the Federal Forestry Agency (ISDM FFA), which has been operating since 2005 in a real-time mode on a national scale producing daily integrated reports on the forest fire situation. The Space Research Institute of the Russian Academy of Sciences (IKI RAS) and the Center for Forest Ecology and Productivity Issues (CFEP) constantly increase the functionality and information capabilities of ISDM FFA, including the direction of its forecasting potential. These two structures being sufficiently tightly data integrated will be able to ensure the necessary organizational and technical basis for future terrestrial and space operational systems of forest fire forecasting. The ground and space monitoring system for the forecast of forest fire situation is proposed to be formed on the existing organizational and technical basis of Russian Federal Service for Hydrometeorology and Environmental Monitoring (ROSHYDROMET) operated by State Research Center "Planeta" (FGBU SRC Planeta). Today this is a tightly data integrated and progressively developing structure at the federal level representing a real-time distributed information network which has its nodes in the center of reception and processing of ground and space monitoring data supported by servers that provide access to information for the remote users.
