Development of a technology to ensure continual ship positions tracking for the Sectoral Fisheries Monitoring System

This article considers the possibility of creating the technology of ensuring continuous positional vessel interrogation in the Sectoral Monitoring System of fishery (hereinafter referred to SM system). According to the fishery laws positional vessel interrogation should be held at least every two hours. However, there are challenges in continuous vessels' positioning information supply. Major problem sources include poor internet connection quality and information flow disruptions of vessels' positional data receiving from coast stations.
In this article will be reviewed measures adopted for solving these problems. As a solution to the problem of poor connection quality established a backup server, which located in the backup center of SM system. The server also receives vessels' positioning data from satellite systems and gets activated in absence of positional data from the primary information provider. To solve the problem of unstable receiving positional data from coast stations the inteface with shedules of positional interrogation has been modified. This modified interface enables remote interrogation control using internet and repeat sending interrogation shedules in case of errors. Special tests demonstrate high efficiency of implemented improvements.
