The variations of the total electron content observable during an autumn and spring equinox in 23 solar activity cycle, corresponding a minimum and a maximum of the given cycle are considered on the basis of the GPS/GLONASS data. It is shown that during a maximum of a solar cycle the speed of change of the total electron content exceeds approximately in 2-3 times similar data for the period of solar activity minimum. It is fair for a spring and autumn equinox.
