Steam accumulation in atmosphere in threat of origin or passing of storm

In this work is considered dynamics of accumulation of a steam in atmosphere which is a basis of the power concept of the gear of development and functioning of tropical cyclones and storm. The basic power source of indignations is warmth of condensation of water vapors in high-power convection clouds in an atmospheric boundary layer. In this work are cited data of multidiurnal measurements of radio bright temperature on a wave-length 1.35 cm as at cloudless condition of atmosphere and a calm sea on sea, and in the conditions of previous a storm. There have been obtained data of an optical thickness of a water vapor under various weather conditions in a near-shore area of Black sea.
